Solid Waste and Recycling: Collect, transfer, and dispose of solid waste and refuse and provide solid waste handling service, including, but not limited to, source reduction, recycling, composting activities, pursuant to Division 30 (commencing with Section 40000), and consistent with Section 41821.2 of the Public Resources Code (§61100c).
Franchise Fee: The County established waste hauler designated areas and charges a Franchise Fee of 10% to waste haulers. The hauler pays these fees monthly based upon the revenue. The hauler also makes an annual recycling report showing how many tons of solid waste they have recycled in compliance with State regulations.
Through the District formation process, those fees paid in Wrightwood by CR&R Environmental Services have been reassigned to the WCSD through a new agreement contract. Estimated revenue: $54,000 annually

Dump Cards: During the 1970’s, San Bernardino established the Dump Card program. Every year homeowners in many of the unincorporated areas of the County pay a household disposal fee of $85.14 annually. Those funds enable the homeowner to dispose of household trash one a week up to 500 lbs. and green waste materials 12 times a year. The fee is not applicable to vacant undeveloped land. Card are renewed each Fiscal Year July1-June30.
